Hemphill, TX – July 10, 2025 – In nine years, she’d gone from a 20-year-old teller to Branch Manager and all seemed well on the surface. But when an audit found fraudulent loans, unauthorized refinancing of legitimate loans and misappropriated loan payments, it all came to an end. She now faces jail time and massive restitution payments.
According to court provided information, in April 2023, an auditor with Doches Credit Union requested a sample of loans from their Hemphill branch for a standard review. Upon review, it was discovered that there were missing paperwork and unusual transactions on loans that were approved by the Branch Manager, Haley Maxine Snodgrass.
Snodgrass, an employee of Doches Credit Union since 2016, began her career as a teller before working her way up to the position of Branch Manager.
A deeper investigation by third party examiners revealed Snodgrass’ earlier discovered irregularities were merely the tip of the iceberg. Examiners discovered that Snodgrass had been using a variety of schemes to defraud credit union for her own personal financial benefit for a lengthy period of time.
Snodgrass was found to have created fraudulent loans, refinanced legitimate loans without the consent of the credit union member, misappropriated loan payments, and conducted unauthorized transactions on member accounts.
Confronted and charged, she admitted to the fraud, embezzlement and willfully misapplied Doches Credit Union funds of approximately $281,097.97 for her own use. She also agreed to the amount of restitution owed of $330,351.39.
Snodgrass, 29, pleaded guilty to credit union theft and was sentenced to two years and nine months in federal prison by a US District Judge. She was also ordered to pay restitution in the amount of $330,351.39.
